It does, but it is for (physical) A4 paper.  Apparently, the
configuration script decided to not use letter paper by default.

If you want letter as the default, modify the `papersize' keyword in
font/devps/DESC and set it to `letter'.  For a temporary switch to
letter format, use the -p parameter of grops, e.g.

  groff -P -p -P letter ...
