[Groff] Possible UTP macro bug

I may have stumbled onto a bug in the
X1,X2,X3,X4 macros in the utp macro package.
The attached file "bug.t" will demonstrate
the problem. A note is included in it, on
line 133 (the line with the .bp statement).
What appears to be happening is that
the Xx macros can't handle the bottom of the
page all of the time. Apparently, if there is
just enough room for it to start displaying the
screen, but not enough to complete the screen,
it goes haywire. If there isn't enough room
to even get started, it will correctly go
to the next page before it begins.
To reproduce the problem, just change
the .bp in the bug.t file to a .sp 1v. It
will cause the display to blow up. Increasing
the .sp amount sufficiently for it to get to
the next page before it attempts to draw the
screen, and it will work.
I came across this when setting
a standard gap between paragraph text before
and after the screens used in chapter 3.

Cordially,
Michael Hobgood
