Non comprendo ... from the manual it looks like
.ft IPA
and
\f[IPA]
are equivalent.

I have tried changing this and it doesn't work.

Here is the .afm file, in case that's up the creek, but I don't think so:

[strathfillan:~/groff_fonts] rob% head TimesPhoAlt.afm
StartFontMetrics 2.0
Comment Copyright (c) 1992 Adobe Systems Incorporated. All Rights Reserved.
Comment Creation Date: Thu Apr 9 12:00:30 1992
Comment UniqueID 38901
Comment VMusage 23950 32871
FontName Times-PhoneticAlternate
FullName Times Phonetic Alternate
FamilyName Times
Weight Medium
ItalicAngle 0
[strathfillan:~/groff_fonts] rob%

This is getting frustrating ...

This won't work, like ever :). The request .ft does a font change (that
is mounts a font in old otroff jargon) and particualrly returns to the
default font if called without an argument, but nothing else. You either
want something like:

If using groff 1.17.2

\f[IPA]
\N'123'
\N'68`
\fP
