[Groff] html backend goes into infinite loop

Hello all!!!

Ok. My details are:

groff 1.18 (with the patch to avoid the "need to increase char_block::SIZE" 
patch).
gcc 2.95.3.
Linux-2.4.9
RH7.2

There is an offending file which causes groff to go into endless loop.

The command line is:

groff -m mandoc -T html /local/tools/man/man1/javah.1

The file javah.1 is attached.
