You're better off asking a wider audience, some of whom have probably
done this before, so I'm copying my reply to the groff mailing list.
Hopefully someone there can assist.  You should consider joining whilst
discussing your problem.

Did you try a Google search?  I turned up scripts like

    http://www.los-gatos.ca.us/davidbu/scripts/file_labels.txt

which you might be able to cannibalise.
