Not really. The pfa files can be anywhere. Only grops
needs to find them (if they're to be downloaded to the
printer), and for this purpose you *can* give the complete
path to the font file in the file "download".

For example,

  # List of downloadable fonts
  # PostScript-name Filename

  Symbol-Slanted /usr/lib/fonts/Type1/Symbol-Slanted.pfa
  ZapfDingbats-Reverse /usr/lib/fonts/Type1/ZapfDingbats-Reverse.pfa
  AGaramond-Bold /usr/lib/fonts/Type1/AGaramond-Bold.pfa
  AGaramond-BoldItalic /usr/lib/fonts/Type1/AGaramond-BoldItalic.pfa
  AGaramond-Italic /usr/lib/fonts/Type1/AGaramond-Italic.pfa
  AGaramond-Regular /usr/lib/fonts/Type1/AGaramond-Regular.pfa

There exist freely available Type-1 versions of the Computer
Modern fonts. You can use them like any other Type-1 font.

See, for example,
http://ftp.gwdg.de/pub/dante/fonts/cm/ps-type1/bluesky/README
