I found it worked inconsistently with 6.01; but I can't remember if than
was with P[GP]M or with other formats.

I know people with older systems.

I've got a hacked version of epstopdf that I've fiddled to output bitmap
formats. It shouldn't be beyond us to modify it further to be able to
calculate the image BoundingBox, and act accordingly.
