In the past was there an effort to stick to 14 character file names?
There are only a few files that exceed this suggesting there was.

    14 groff_font.man       15 color-html.tmac
    14 groff_mdoc.man       15 htmlindicate.cc

    14 groff_tmac.man       21 groff_differences.man
    14 html-strings.h

I was just wondering if it's worth still trying to.  A BSD system here
still imposes that limit.
