Ideally this would be supplemented by adding the pdfMarks Ted was
talking about by default. It would probably be easiest to make the URI
prefix (e.g. "man:", "http://foo.example.com/man/";) configurable.

The package that Debian calls rman (PolyglotMan, formerly RosettaMan) is
under the Artistic License, as is tkman. This is arguably free: Debian
thinks it is, GNU thinks it isn't. At any rate it's free enough that we
can look at its implementation without great problems.
