[Groff] info files

The doc subdirectory isn't run by the main make run and no installation
facilities are provided.

Furthermore the info files are not created automatically but must be
requested by 'make groff' in doc.  Even there is no automatical
installation like 'make install' and they not removed by 'make extraclean'.

So the info file is not included in distribution packets.
'info groff' produces some blunder of 1993 on my system.

As the info file is the main source of documentation it should
be more accessible to mankind, which is eagerly longing to be led
into the light of knowledge on the groff blessings. Even if the
info source file shouldn't have reached the perfectness of buddhaship
the mean usership should get a chance to learn from the imperfections
of Massa Warna, God of GROFF. ;-)
