Yes, it's really used today.  Some of the macro package
reimplementations, particularly mm, leave a lot to be desired, so
convenient access to the original macro packages is needed.  (There's
also the case of existing documents that engage in unwaranted chumminess
with the macro package that don't work right with the
reimplementations.)
