The troff man page is a mess anyway since it is incomplete.

I don't think that this helps -- after finishing groff.texinfo, I will
add a sentence to troff(1) like

  Please refer to the authoritative Texinfo documentation of groff for
  a complete survey of groff's capabilitities.

Maybe a volunteer then writes a new troff(1) man page...
