Web site /devel entries.

Mostly for Werner:

1. The gnu.org Groff FTP site does not have a /devel link.
Suggestion: mirror the ffii.org /devel.
or: link to ffii /devel.

2. /devel has "groff-1.15-current.diff...".
Yet the Groff Web site README includes (or will soon) a direct link
to that and groff-current.

Problem: having to maintain the README link when versions change.

Suggestion: add entry: "groff-current.diff..."
and link this to the current "groff-<ver#>-current.diff...".

or: replace "groff-<ver#>-current.diff..." with
            "groff-current.diff..." and a /devel/README
explaining what "current" refers to each time the "current" version # does
change.

Also: a /devel/README could also include installation info such as you
posted for me a few weeks back.
