[Groff] hyphenation

Sometimes, troff input files contain stuff like

.nh

...

.hy


which will cause bad results with grohtml (since switching off
hyphenation in tmac.html has no effect).  Wouldn't it be better if we
add a request `.mhy' (`master hyphenation') which will generally
activate/deactivate hyphenation, overriding .hy?

Of course, this depends on the further development of grohtml -- maybe
the discussed layout will make it unnecessary...
