Does e.g.

  groff -man -Tascii <some_man_page>

work?

Then

  groff -mwww ...

should work either -- are you sure that the file permissions are OK?
tmac.www should have `644' or something like that so that all groups
can read it.  Use `chmod' to change it if necessary.
