[Groff] troff lost, too

troff lost, too

In my personal directory -M$HOME/groff -mwwweb finds macro file
tmac.wwweb.

But, -mwww without the -M param does _not_ find tmac.www in the usual
/usr/local/.../tmac/tmac.www where I put it.

(tmac.wwweb and tmac.www are copies. I use different names to help
troubleshooting.)

I have a 16 JAN snapshot installed in /usr/local/bin via the stock
procedure.
