As you probably can prefere a three numbers numbering scheme, I've made
a small change to permit use of the "revision" parameter above.

With this change, you can name next minor release groff-1.15.2, while
leaving 1.15 in the VERSION file, and putting 2 in the REVISION file (a
new one).

The groff with this patch produces:
$ man -Tps mandb | grep '1.15'
%%Creator: groff version 1.15
%%DocumentSuppliedResources: procset grops 1.15 1
%%BeginResource: procset grops 1.15 1

while the previous:
$ man -Tps mandb | grep '1.15'
%%Creator: groff version 1.15
%%DocumentSuppliedResources: procset grops 1.15 0
%%BeginResource: procset grops 1.15 0
