INSTALL.extra: Delete "Miscellaneous" section.
It was only about configuring the paper format. We cover that in the
"PROBLEMS" file, section "Paper Format" of our Texinfo manual, and
subsection "Paper format" of groff(1). Also, our Autoconf check and
summary report cover this ground now.
