    soelim(1): Relocate material.
    
    ...in preparation for further edits.
    
    * Move compatibility save and mode switch to follow the legal notice.
    * Coalsesce nonstandard "Usage" section into "Description" section.
    
    Except for replacing ".SH Usage" with a .PP macro call, this commit
    changes no text.
