doc/groff.texi: Remove stale Tex definitions.
Texinfo 5.0 supports the Latin-1 characters the document uses (and
others besides). Possibly earlier versions of Texinfo do as well, but
as 5.0 is now the minimum requirement, I didn't look beyond that.
Also make minor update to old ChangeLog entry.
