nroff.1.man: Make editorial fixes.
* Use the word "section" in section references, not just a quoted
string.
* Also use groff character escapes since we're not in compatibility mode
anyway.
* Drop explanations of what -h and -c do; these are details adequately
covered in grotty(1). Thanks to Ingo Schwarze for the discussion.
* Sort lists of options in locale collation order.
* Recast the bit about ignored options. In groff documentation we
describe old-school *roff from New Jersey variously as "traditional
Unix", "classical Unix", "AT&T" and I don't know what else. It'd be
nice to pick a nomenclature and stick with it.
