I know at least five wind angles used by NMEA.
Wind angle from True North
Wind angle from Magnetic North
Wind angle from the where the bow points
Wind angle from true course.
Wind angle from true course.

NMEA 0183 says of WMD:
"The direction from which the wind blows across the earths surface,
with respect to North..."
MWD can report True or Magnetic.
Do you think you see a specific error in gpsd usage?
