As Gary said, you don't have PPS with your receiver so the PPS refclock will 
not receive any data.

You have the wrong SOCK name for your GPS reflock - it should be 
/run/chrony.ttyUSB0.sock - i.e. use the device name

To use the SOCK refclocks, you must start chronyd before starting gpsd.
