ubxtool is part of gpsd. The ublox website knows nothing of ubxtool.
For info on ubxtool, install gpsd, then: man ubxtool
ubxtool is also mentioned in some of the gpsd howto's.

Be careful, the chip M8N support PPS, but most vendors packaging it do
not connect the PPS pin over USB. Even many of the serial models do not
connect the PPS pin. You need to verify that your exact part number
support PPS.
