The missing messages is normal. See the u-blox doc. Since the missing
messages issue is resolved, send me another log of the rover gpsd debug
log.

Good luck with that. Very few answers there, and they certainly do not
support gpsd.

I have, but not knowing your exact issue hard to match up with the
previously debugged cases.

Same idea as before, the logs usually have the answer.
