much obliged.

I removed all non-gpsd shipped stuff that may cause trouble. Built
again without problems. As said, on Ubuntu 20.04 - i.e. python3.
Doing:

$ ubxtool
ubxtool: failed to import gps, check PYTHONPATH

so did:
$ export PYTHONPATH='/usr/local/lib/python3/dist-packages'

and now works:
$ ubxtool
ubxtool: failed to connect to gpsd [Errno 111] Connection refused

Looking at the scons log I noticed the lines:
...
Checking whether python program exists.../usr/bin/python
Checking Python lib dir... /usr/lib/python3/dist-packages
Ensure your PYTHONPATH includes /usr/local/lib/python3/dist-packages/
...

I misinterpreted the last line thinking scons made sure (i.e. fixed)
the PYTHONPATH for me - but it's actually just making me aware that it
needs to be added.

Summing-up in hope that it may help others out.
