I do not make the assumption.  If you see gpsd doc that implies that then
pleasse point it out.

The Pi4 needs a fan, and any GPS HAT prevents that.

Uh,  no.  Raspibian, and the many other OS that run on the Pi's load
different modeuls on the Pi3 and Pi4.  The c compiler also compiles
differently for the Pi3 and Pi4.

NTP Classic?  NTPsec?  Bug reports for those belong on their mailing lists.

gpsd does not use configure.  This does not belong on a gpsd list.
