Neither I, I'm more of a Debian person. To start with the file does not exists 
on my debian system. Moreover it seems similar to https://bugs.launchpad.net/
ubuntu/+source/python3.6/+bug/1768644 but it's not the exact file.

I recommend you to reach ubuntu help channels to solve this one.
