Just remember, gpsd is NTP Classic compliant, but their doc is
not controlling on gpsd.

Yes, most certainly. gpsd has to be root to get to SHM(0) and SHM(1).
Still unexplained is how this guy's gpsd is doing any hotplug
at all the way he has it configured without hot plug.
