That shows you have not been listening. You STILL have pool commands
in your ntp.conf, and you STILL need to add 'prefer' to your SHM(1) too.
But otherwise, looks good.

Good. Now stop using gpsmon. NTP is where the rubber mets the road.

Not working? Seems like it is working pretty well to me.
It is telling you NOFIX, which mean you do not have a good fix!
Your GPS antenna is outside with a good sky view, right?
Your GPS has been running, untouched, for a day, right?

Well, duh. gpsd has the port open, no other process can use it.
Same reason why you had to 'killall'.

Redundant, ntpq -p already tells you the SHM is fine.

Patience! Check your antenna, be sure you have a 3D fix, fix your
ntp.conf, then wait for several hours, not touching anything. Use the
time to read up on this stuff.
