is the following error message in the syslog relevant?

can you please run gpsd and ntpd in debug mode in the foreground and
post the output. Check the manual pages for the exact syntax but it is
similar tho this.

   ntpd -n -D ...
   gpsd -N -D ...

If you are familiar with Python you could use
https://github.com/mjuenema/python-ntpdshm module to read ntpd's shared
memory. I also have another Python module
https://github.com/mjuenema/python-gpsdshm to read gpsd's shared memory.
