[gpsd-users] ntpd fails to synch

Hello,
I am running gpsd without PPS, using only segment 0 (NTP0).

Issue:
gpsd writes to the shared memory, ntpd attaches to the shared memory, however, 
it fails to synch.

gpsd version -  3.17
OS - Linux
ntpd version - 4.2.6p5
GPS source - using Rockwell Defense Advanced GPS Receiver, transmitting 
NMEA0183 messages to the host serial port #0 


ntp.conf:
