Yes, but you did not state that this output was from that command.

Best to always make your test cases self contained.

Looks good.

I'm not sure if ppstest would do a TIOMCIWAIT, or why gpsd is
doing it.  I'll have to look at the code.  I kow this worked for
my RasPi2 with that HAT on Wheezy, but your case it not exactly the
same as mine.
