# tar -tvzf gnustep-base-1.0.2.tar.gz

Other people have complained of the same thing, although we've never exactly figure out what was wrong, there appears to be a bad route from to other places. You can try another ftp mirror (not just a www mirror, since it may point to the same ftp site).
