If I'm not mistaken, due to reasons, you need the ungrafted file name
here, not the grafted file name probably returned by "guix build
gnunet(-git)".  Maybe try:

 (arguments
   (list #:configure-flags
         #~(list "--with-[...]"
                 (string-append "--with-gnunet="
                                #$(this-package-input "gnunet")))
         #:tests? #false))
