I added the .dir-local.el to gnunet-...

cocoa dbus ev ext fuse gtk guile guile2 java-ext java nim python
rest-api secushare testsuite-helper-functions webui

I was not able to add them to libextractor, libextractor-* and
libmicrohttpd since the push was denied.

For taler I added this to the repos I'm awar of (https://git.taler.net
is down):

api bank exchange landing libtalerutil-emscripten marketing merchant
wallet-webex web-common www

I can share the simple script I used for this, so you can merge the
patch easily. Or if I get write permissions, I can complete the
remainings repos. What ever you prefere)
