Hi,
I am not a GNUnet developer, but I am involved in the community, so here
is my best answer:
There are several bugs that must be fixed before 0.10.2 is ready. See
here - https://gnunet.org/bugs/roadmap_page.php?version_id=244
On that page you can also see "Scheduled For Release 2016-11-01" - As
far as I know, no-one has offered an updated projection for when these
bugs are expected to be resolved. Things like this are hard to pin down,
of course.
