This is yet another bugfix release. The new release fixes:
* an integer underflow that sometimes reduced download performance to a crawl
* weak-key failures with libgcrypt
* a 64-bit size_t problem on linux/alpha
Furthermore, 0.6.1c features:
* higher context sensitivity in the routing algorithm
* explusion of peers that ignore bandwidth limitations
* initial bandwidth limitations (to guard against the jetstream effect)
* more aggressive query frequency at the end of downloads
* minor code cleanups
Migration from 0.6.1b to 0.6.1c should require nothing but recompilation.
