[GNUnet-developers] GNUnet 0.5.4 released

The changes are:

* peers now communicate downstream limitations
* knapsack solver for message assembly (reduces noise)
* experimental IPv6 support
* more precise disk-space control
* http download of hostlist only when needed, but not only on startup
* many bug fixes
