Not really, whenever a connection times out (which can also happen with
long-standing nodes), chances are given to anybody to connect. Yes, it may 
take slightly longer -- especially if the permanent node is very high 
bandwidth (and is connected to 'everybody') and the newbie has very little 
bandwidth, but it should not take 'forever'. Also note that this problem is 
more likely to occur if the network is small - the larger the network gets, 
the less likely it is that all nodes have this slot blocked. 

A possible solution would seem to be to make the hashing dependent on the
identity of the local node. This may average the chances out a bit more at the
expense of some minimal computing effort.
