- semantically seems to import everything correctly
- now handles input files on failure/success correctly,
  eg moves to target repository
- change of concept: don't assemble parts that have been
  imported into new files, rather all or nothing: either
  file imported successfully or file stays in queue, this
  is safe as we now safely detect duplicates (which would,
  in the worst case, duplicate data for what it's worth)
- adjust logging to saner levels
