Dr Sebastian has correctly pointed out that pgadmin was fooling us. I could get
that right. Now psql n
9.3 is running on correct port. But even after closing all the instances and
infact after doing net stop postgresql-9.3 and again net start postgresql-9.3 ,
I am not able to upgrade. Log file is attached herewith.

Oh yes you are right. I actually did run it as administrator :-) and forgot to
tell you.
