My intuition says they should be all or none.
However, it much depends on the data pack itself.
If a given pack contains several "chunks" of SQL each useful by
itself - say, ATC codes and vaccines - each chunk could
usefully be wrapped in its own transaction.
The one design requirement would be that a data pack needs to be
re-runnable without any adverse effects regardless of whether
already having been run or not and having ended in it failing or not.
