In English, this is confounded because even despite that the hospitals employ
terms such as
medical staff (meaning doctors)
the doctors themselves often consider staff to be employees, which the doctors
are often not on account of doctors often being self employed.
So
doctor usually means medical doctor (MD, MB osteopath or equivalent)
clinician includes doctor but might include a doctor assistant or nurse
practitioner or even dentist / veterinarian
staff usually means non-clinician
- "secretary" is long
- medical office assistant is long
- MOA may not be well enough known
