Actually if a wiki page could serve as a spine from which the above cold "crawl down" in tree form, that might already serviceably deliver something that could be used offline (?).
One of the issues to be thought about is the changing of the wiki to reflect changes to an ongoing evolving code base not all of which has been released therefore we would have the issue of pinning certain information. So whatever way is developed to prepare a manual would need to be able to stay matched to the release to which it related.
