Sure. See http://www.gnu.org/licenses/gpl-faq.html for lots of
explanations what you may and may not do with GPL-licensed software.
One basic requirement is that you provide the source together with the
binary, but there are a number of options for how to do that. The most
convenient way is probably that you have a link to the source next to
the link to the binary. Either put up a local copy of the source or
use the same link as on the development page.

The fuseki of 3.5.3 should not differ much from that of 3.5.2. It
could certainly be substantially improved, but that has been true for
a long time.
