According to https://savannah.gnu.org/forum/forum.php?forum_id=2785,
the CVS area for web pages is once more available, although no actual
updates of the web pages are done yet.
I have merged the changes from doc/devel.html over to webcvs and the
Lysator page is now updated from devel.html in webcvs.
