I believe something similar was suggested by the Debian maintainers as the
-pre1 isnt valid to them.  So making a 0.5.1.99 makes it greater than
normal 0.5.1 release but not quite 0.5.2.  The only thing I would ask is
to confirm with Jeff Bailey or Andrew Mitchell in IRC that such number
will work with Debian packages.
