Thanks for reporting this Phil ;-).
Unfortunately the CFITSIO packagers in in the Redhat family of distributions
install its headers (for example 'fitsio.h') in a special
'PREFIX/include/cfitsio', not in the usual 'PREFIX/include'!
Try adding CPPFLAGS="-I PREFIX/include/cfitsio" to your configure command; it
should find CFITSIO afterwards.
