Details:
As task #15713 is done, we can now make quads and store them in a KD-tree for
fast retrievals. But we need to make sure that when we are making quads from
multiple catalogs, they are actually the same quads as in other sources.
Otherwise, we might end up with similar looking but different quads which will
produce bad results. Hence we need to come up with a robust method for the
same.
